The Philippine Build-Operate-Transfer (BOT) Center: Evolving a Public-Private-Partnership (PPP) Agenda for Philippine Infrastructure and Development Sectors

This paper broadly discusses the Philippine infrastructure privatization program’s evolution from the simple divestment mechanisms in the mid-eighties to the Build-Operate-Transfer (BOT) regime in the nineties and finally, the current direction towards evolving a Public-Private Partnership (PPP) agenda. Focus will be on the Build-Operate-Transfer (BOT) Center, the body established and mandated to be the main institution to oversee the Philippine BOT Program, and hopefully evolve a PPP Agenda.
